The Downtown Whitby Community Improvement Plan (CIP), which was adopted by Council on June 25, 2018, aims to address and provide support to the physical, social, economic or environmental matters of identified areas in Downtown Whitby.

About the Community Improvement Plan

  • The CIP provides a “toolbox” of incentive programs aimed to help transform the Downtown into a dynamic, social, and cultural district by investing in the construction of new residential units and the rehabilitation of commercial and office buildings in Whitby’s historic core.
  • The Downtown Whitby Community Improvement Project Area is centered at the intersection of Brock and Dundas Streets with varying incentives targeted to the Historic Downtown Whitby Priority Area.
  • The Downtown Whitby CIP By-law provides additional information including definitions related to the Development Charge program.
